Does Paypal cover me if I buy a puppy online?

Well a breeder is selling me a pet and the one payment method was Paypal and I'm wondering if it safe & if i'm covered by Paypal. The other methods were bank transfer, paying upfront, western union/ money gram. I would pay up front but the breeder is 3 hours away from me.
