Paypal payment held - is it because I am a new seller?

I am a new seller, I have two payments on ebay still pending - with that sand clock picture displaying. My buyers are totally certain they have paid. Could it be because I haven't yet verified my Paypal account( I did yesterday, but it takes some 2-3 days to complete)? What else should I do?
